A retired attorney who planned to argue that late onset neurological problems caused his bizarre behavior pleaded guilty Thursday to one count of felony public indecency.

Lake Oswego police arrested Eugene Holcombe Buckle in September. He was suspected of peeking into windows of Lake Grove-area homes and masturbating several times in the weeks before his arrest.

Buckle was charged with two counts of public indecency and resisting arrest. The remaining charges will be dismissed as part of a plea deal.

Buckle was identified after police released surveillance videos taken by a homeowner. The videos show a man wearing a “Cape Cod” shirt while drinking what appears to be a beer and smoking.

On Thursday, Buckle, wearing a blue inmate uniform, his hair pulled back in a ponytail, answered a judge’s questions clearly and articulately.

He faces as much as two years in prison. He will be sentenced in Clackamas County Circuit Court on March 31, although the date may change.

In the meantime, Buckle will go to Washington County to face probation violation charges. He was convicted of public indecency in Washington County in late 2012 and resigned from the bar in May 2013.

He also was convicted in Washington County in August 2013 of violating a stalking order obtained by an ex-girlfriend.
